David C. Frank’s solo practice in Burlington County has been focused on land use, real estate, and land preservation matters since 1999.  His clients include municipalities, farmers, landowners, and developers.  David’s practice regularly involves representation of municipal land use boards, representation of applicants before such boards, litigating zoning and real property cases in New Jersey’s trial and appellate courts, and appearances before county agriculture development boards and the State Agriculture Development Committee, in “Right to Farm” and land preservation matters. 

David has served as solicitor to the Florence Township Zoning Board of Adjustment, the Florence Township Planning Board, and the Tabernacle Township Land Development Board since 2008.  He has also previously been the solicitor for land use boards in Mansfield Township, Medford Township Mount Laurel Township, New Hanover Township, North Hanover Township and Wrightstown Borough, and has served as special counsel for land preservation matters to several other municipalities. 

 David has been an elected Councilman in Springfield Township, Burlington County since 2005 and has served as Mayor since 2023.  He earned his law degree from Rutgers-Camden Law School in 1995 and is a member of the New Jersey and Burlington County Bar Associations.
