Jean Kephart Cipriani is partner with Rothstein, Mandell, Strohm, Halm & Cipriani.  She is a graduate of New York University and Hofstra University School of Law. She served as Law Clerk to the Honorable Robert A. Fall, in Ocean County Superior Court for the 1994-95 term.

Ms. Cipriani’s primary area of practice is representing municipal governments. She currently serves as Municipal Attorney for the Township of Little Egg Harbor and the Boroughs of Bay Head, Mantoloking and Seaside Heights. She also serves as Labor Counsel for the Borough of Seaside Park, Hearing Officer for the Borough of Lakehurst, and Affordable Housing Counsel for the Townships of Lacey, Little Egg Harbor and Manchester.  In the past, Ms. Cipriani has represented the Townships of Brick, East Brunswick, Jackson and Stafford and the Boroughs of Red Bank and Lavallette as Municipal Attorney. Ms. Cipriani has also served as Labor Counsel for the County of Salem, Special Litigation Counsel of the Ocean Board of Social Services, Assistant Counsel for the South Jersey Transportation Authority and as Special Education Counsel for the Toms River and Manchester Boards of Education.

Ms. Cipriani has been designated as a Diplomate in New Jersey Local Government Law by the Center for Government Services of Rutgers, The State University of New Jersey, and the New Jersey Institute of Local Government Attorneys (NJILGA) and is currently an Associate Editor of the Local Government Law Review published quarterly by the Institute of Local Government Attorneys.
